Command line: NEWRASTER
Creates a new (dataless) raster image and inserts it into the current document.
1. Run the New Image command.
2. Specify the parameter in the New Image dialog.
3. Click OK.
4. Specify the insertion point for the new image in the current drawing.

The list and setting of parameters are completely identical to the corresponding parameters of the New Image from Selection command.
